About the role

The Civil Aviation Authority of Zimbabwe (CAAZ) is seeking a Head of Aviation Safety and Corporate Risk Management to lead the implementation and continuous improvement of Zimbabwe's State Safety Programme.

The role integrates aviation safety oversight with corporate risk and performance management, using reliable data to support coordinated, risk-informed action across the aviation sector.

Key Responsibilities

  • Develop, maintain and review the State Safety Policy, State Safety Programme document and implementation plan.
  • Define programme accountabilities and governance arrangements, and report progress, constraints and priorities to executive management.
  • Coordinate implementation across airworthiness, flight operations, air navigation services, personnel licensing and aerodromes.
  • Maintain the State Safety and Corporate Risk Management Framework and Risk Register.
  • Identify hazards and emerging risks, and use trend and predictive analysis to guide surveillance, resources and safety improvements.
  • Establish safety objectives, indicators and targets; monitor performance; maintain executive dashboards; and prepare periodic and annual safety reports.
  • Coordinate acceptance and continuing oversight of service-provider Safety Management Systems.
  • Oversee the collection, validation, analysis, protection and sharing of safety data and information.
  • Lead safety promotion through training, communication, stakeholder engagement and sharing lessons learned.
  • Perform other related duties as assigned.

Requirements

  • A current or previously held professional airman licence as an Aircraft Maintenance Engineer, pilot or air traffic controller.
  • A bachelor's degree in Aviation Safety, Aviation Management, Aeronautical Engineering, Aerospace Engineering, Civil Engineering, Air Traffic Management, Air Transport Management, Flight Operations or another directly relevant aviation discipline.
  • A relevant national diploma may be accepted only for applicants who hold the specified professional airman licence.
  • Training in State Safety Programme implementation, Safety Management Systems and Safety Risk Management.
  • At least five years of relevant aviation safety experience in regulatory oversight, a Civil Aviation Authority, an Approved Maintenance Organisation or an Air Operator Certificate holder.
