Job Description
1. JOB TITLE: ACCOUNTANT
2. REPORTS TO: GENERAL SECRETARY
3. DEPARTMENT: FINANCE
4. LOCATION: HARARE
5. REPORTING STRUCTURE
8. PURPOSE OF THE JOB
This job exists to manage the finance department, oversee financial activities, and collaborate with external auditors during audit periods.
9. PRINCIPAL ACCOUNTABILITIES
- KRA 1: Production of Management Accounts
- Gathers relevant financial documents such as bank statements, invoices receipts and transaction records.
- Compares the balances of individual accounts in the general ledger with corresponding balances in subsidiary ledgers.
- Investigates and resolves any discrepancies identified during the reconciliation process.
- Documents the reconciliation process and findings for audit and internal control purposes.
- Reviews and posts all cash book transactions.
- Maintains accurate and up-to-date financial records including ledgers, journals and accounts payable or receivable.
- Attends and liases with the bank on any issues related to the organisation by representing the organisation on behalf of the Secretary General in discussion with the bank regarding financial matters and resolving any bank-related issues.
- Conducts system audits of regional offices, involves assessing the effectiveness and security of IT systems and processes in regional offices to identify and address an vulnerability and deficiencies.
- KRA 2: Cash Flow Management
- Assists the General Secretary in budget preparation and forecasting activities ensuring alignment with the organisation's goals and objectives.
- Analyses cash inflows and outflows to determine the organisation’s liquidity position and for cash future cash needs.
- Prepares monthly, quarterly and annual financial reports including income statements, balance sheets and cash flow statements.
- KRA 3: Debtors Management
- Maintains the debtors register and ensures that necessary measures are put in place to maintain debtors within agreed levels.
- Ensures that the organization is recovering outstanding subscriptions on time.
- Engages establishments with arrears.
- Following up through telephone calls and emails.
- Handing establishments with arrears to the Designated Agents for follow-ups and visits.
- KRA 4: Advisory Services
- Offers strategic guidance to the General Secretary on excess funds and any other financial issues
- Analyses financial data and trends to provide insights and recommendations to the General Secretary for decision-making purposes.
- Advises on cost control strategies.
- Keeps the General Secretary informed about revenue inflows whether they are trending downwards or upwards.
- Ensures that all governance mechanisms are in place for sound financial decision making
- KRA 5: Payroll Management
- Handles the pay roll.
- Computes all statutory payments.
- Ensures timely preparation and submission of statutory returns to regulatory authorities.
- Verifies and ensures the accuracy of payroll data.
- KRA 6: Capital Budgeting and Financial Strategy
- Prepares an annual finance strategy that augments the organization’s strategy
- Ensures execution of finance strategy and adherence to timelines
- Prepares Capital expenditure budgets and ensures their approval by the General Secretary.
- Forecasting capital expenditure requirements and budgeting for it.
- Ensures no investments opportunities are lost and provide insights into Council future cashflows and funding requirements.
- KRA 7: Asset Management
- Maintains council assets registers by ensuring all organisation’s assets including acquisition depreciation and disposals are recorded.
10. SUPERVISORY CONTROLS

- Daily Reports, weekly reports, monthly reports

- 11. Minimum Hiring Standards:
- Education:
- Bachelor’s Hons Degree in Accounting from a reputable institute
- Master’s in Business Administration, Strategy and Corporate Governance, Business Analytics and Accounting is an added advantage
Experience
5 years preferably in a National Employment Council or public sector institution
Knowledge of IPSAS is an added advantage
