About the role
Role Overview
The goal of public finance, administration and human resources is to discover the most effective way to allocate resources to accomplish objectives. The utilization of the funds and resources need to be managed, regulated as per procedures, and monitored in order to realize the goals and objectives of the Ministry. For the Ministry to achieve its mandate and targets as set out in the Strategic plan, there is need for allocation of funds and resources in an optimized way. Given the magnitude of the mandate at hand, the Head, Support Services post in the Ministry of Primary and Secondary Education was created to provide expert financial, material and human resources advice to enable the Ministry to deliver on its mandate. The Head, Support Services post is a senior management position which reports to the Head of Ministry and is responsible for the formulation, implementation and review of finance, administration and human resources policies to ensure that the Ministry is not deterred in its pursuit to meet its mandate. The Head, Support Services will provide strategic leadership the following functional areas, Finance, Administration and Human Resources
Requirements & Qualifications
- A Masters degree in Accounting, or Finance or equivalent. Certification by any of the following institutions/bodies is a prerequisite:
- Institute of Chartered Secretaries and Administrators in Zimbabwe.
- Association of Chartered Certified Accountants
- Institute of Certified Accountants of Zimbabwe
- Chartered Institute of Management Accountants
- Public Sector Professional Accountant Zimbabwe (PSPA (Z) Experience At least twelve (12) years proven experience in Finance, Administration and Human Resources, of which two (2) must be a Chief Director Level or equivalent. Key Competencies and Attributes A thorough understanding of the Public Finance Management Act.
- Thorough knowledge of the Public Finance Management System (PFMS).
- Proficiency in accounting software including Systems Analysis Program (SAP).
- A high degree of maturity, self-discipline, initiative and creativity.
- Ability to work under pressure.
- Possess strong analytical and communication skills.
- Supervisory and management skills.
- Ability to use information communication technologies.
